
The Zambia National Education Coalition is looking to welcome new colleagues on a regional exchange! The Zambia National Education Coalition (ZANEC) is a Network of civil society organisations with a collective mandate to enhance the voice of non-state actors in advocating for quality education for all learners in Zambia. Mission – A Coalition of education organisations promoting quality and inclusive education for all, through influencing
of policy, building consensus, holding duty bearers accountable and strengthening the capacities of stakeholders in
the education sector
In existence since 2001, ZANEC was formally registered on 3rd July 2002 with registration number ORS/102/35/25/2581. It
was established as part of the Education for All movement to push for implementation of the Education for All Agenda.
The Coalition membership is derived from Non-governmental Organisations, Community-Based Organisations, faith-based organisations, Teacher Trade Unions and students’ unions. The current membership of ZANEC stands at 91.
The goal of ZANEC is to deliver its mandate of voice, social accountability and civil society capacity enhancement in order
to positively impact education delivery. It plans to achieve this through:
Research, monitoring and policy analysis to generate evidence for credible advocacy
Policy engagement to influence planning, policy implementation and the legal environment for education
sector
Promote prudent, efficient and quality delivery of educational inputs through Social Accountability initiatives
such as child friendly score cards, notice boards, district interface and provincial social audits
Building the capacity of its member organisations to effectively advocate for education through training, and
technical support.
ZANEC also thrives on building partnerships and promoting cross learning through its various national, regional and
international partnerships. One such partnership is the regional partnership supported by the Norwegian Exchange
(NOREC) A program which promotes regional exchanges.
THE EXCHANGE
This opportunity is part of the 2026 regional exchange between the Zambia National Education Coalition
(ZANEC) in Zambia, the Youth Empowerment and Transformation Organisation (YETT) in Zimbabwe and Equal
Education (EE) in South Africa, supported by the Norwegian Agency for Exchange Cooperation (Norec).
The exchange will last for a period of 15 months (February 2026- April 2027), with 1 month of preparatory work with EE in South Africa, 12 months abroad with ZANEC in Zambia, followed by 2 months of follow-up work with your ‘sending’ organisation; EE in South Africa.
Through international exchange, the overall objective is to empower young people to have the agency and
means to meaningfully participate in the pursuit of access to quality and inclusive education for all.
The following expenses will be covered by ZANEC:
Housing costs, including electricity, water, etc.
Travel insurance and health insurance for the whole exchange, including during the training period.
Monthly stipend
Travel costs to and from your home country, and to and from the mandatory Norec Preparatory and
Homecoming trainings
Departure/start-up funds that may cover visas, necessary vaccinations, work permits, etc.
Programmes Assistant – Policy Analysis and Research
PURPOSE:
The position is within the Programs Department, working under the supervision of the Policy Analysis and
Research Coordinator, which is aimed at strengthening the evidence-generation and advocacy role of ZANEC.
RESPONSIBILITIES:
– Support the Coalition’s Policy Analysis and Research program, including overseeing student research and
other consultancies.
– Enhance ZANEC’s visibility of its research material and learning from activities and engagements.
– Support Organisational learning through planning and implementing activities that will allow the
organisation to learn from background research on various topics, including decolonisation and
depoliticisation of education.
– Lead debates/engagements on the domestication of the concepts of academic freedom and student
involvement in the education system.
– Support the coordination of member organisations’ policy analysis work.
– Coordinate member organisations’ participation in policy spaces and ensure reports are available and
shared with all members.
– Support ZANEC sustainability activities through the operationalisation of the ZANEC Resource Mobilisation
Plan including social enterprise initiatives and identification of potential partners and funders.
– Generate narrative reports for project activities.
– Perform any other tasks as may be assigned.
REQUIREMENTS
– A university degree – preferably in development studies, economics, education or a related field;
– At least one year of work experience in the same or a similar role;
– Strong analytical skills
– Experience in resource mobilisation, including proposal writing
– Strong writing and editing experience;
– Excellent written and spoken communication skills;
– Must be well conversant in education issues;
– Team player and self-motivated;
– Proficient in MS Office Suite;
– Must be able to work efficiently and independently, and to manage multiple activities concurrently;
