Executive Summary (excerpt)
The purpose of this briefing note is to provide input for consideration by the Portfolio Committee on Basic Education in its Drafting of the Budget Review and Recommendation Report for the 2010-2011 period. This briefing note is submitted in the spirit of public and social accountability and based on the principles of participatory democracy.
The briefing note considers the performance of the Department of Basic Education during the 2010-2011 financial year, and has been drafted in response to that Department’s annual report for the same period. In coming to the conclusions drawn below, we have considered the Department’s Strategic Plan, its Delivery Agreement for Outcome 1: Improved quality of basic education, The Action Plan 2014: Towards the realisation of Schooling 2025 and the Department’s Annual Report for 2010-21, amongst other documents.
