The Equal Education Tertiary Society (EETS) in the Western Cape welcomes the notice of intention to introduce the Student Debt Relief Bill, as gazetted on 28 February 2025. This proposed legislation could represent a critical step toward addressing the student debt crisis that continues to hinder equitable access to higher education in South Africa.

On 28 March 2025, EETS convened a student Imbizo, bringing together voices from across higher education institutions in the Western Cape. The discussions generated innovative ideas that have shaped our submission to the National Assembly. Our engagement reflects our commitment to equitable education and our direct connection to affected constituencies through our Tertiary Society branches.

While we support the principles informing the draft Bill, we have made specific recommendations to strengthen its provisions for maximum impact, equity, and sustainability. Key points in our submission include sustainable funding, independent administration of the funds or scheme, and systemic reforms.

We emphasize that while this Bill is a useful measure, it is not a comprehensive solution to the crises of decolonising and ensuring access to higher education. The legacies of South Africa’s unjust past continue to obstruct access to tertiary institutions and decolonised education. We advocate for free higher education for poor and working-class students, fully accessible to all, with comprehensive support for accommodation, food, learning materials, transport, academic assistance, and post-study opportunities.

The prioritisation framework we propose ensures immediate relief for those most affected by historical disadvantage. However, broader systemic change is essential to eradicate inequality and cultivate a critical and engaged citizenry.

We hope that the Student Debt Relief Bill will be a pivotal step toward fulfilling South Africa’s constitutional mandate for progressively accessible higher education.
