Equal Education media statement: Today Equalisers hold People’s Performance Appraisal for Angie Motshekga, reveal the key performance areas (KPAs) she has failed to achieve
Today, Tuesday 3 December, Equal Education (EE) high school-going members (Equalisers) and post-school youth members will hold a People’s Performance Appraisal for Basic Education Minister Angie Motshekga, at the Department of Basic Education (DBE) in Pretoria.
Among the performance indicators that Equalisers have drafted for Minister Motshekga, that are related to school infrastructure, are the following:
- Make public the monthly infrastructure expenditure reports of the provincial education departments (not achieved)
- Make public a blacklist of poorly performing school infrastructure implementing agents and building contractors (partially achieved)
- Provide a template to education MECs to use for the annual provincial infrastructure implementation plans and progress reports (not achieved)
- Personally meet with members of civil society, including with EE, to hold substantive engagement on the lived experiences and demands of learners, teachers and parents at schools across all provinces (not achieved)
- Eradicate plain pit toilets (not achieved)
- Comply with the 2020 deadline of the Norms and Standards for Public School Infrastructure (not achieved)
Our assessment of Minister Motshekga’s first six months of her third term in office, measures her performance against the key performance areas (KPAs) and performance indicators stipulated in the People’s Performance Contract. The People’s Performance Contract – drafted by Equalisers from five provinces – was handed to the Basic Education Ministry in June this year, when we held our own swearing-in ceremony for her #ThirdTermLucky
“The People’s Performance Appraisal has not only shown what was expected of the Minister and her department as a whole to do, but has also shown how the Department of Basic Education (DBE) has failed us, as they have achieved almost nothing (measured against our KPAs). The DBE needs to start to account and change ways of doing because clearly a lot is going wrong. We need to start seeing progress and responsibility being taken ” – Yolanda Magugu, Gauteng Equaliser.
We demand better planning, better data, efficient spending of infrastructure funds and real accountability from government in order for it to comply with the legally binding 2016 and 2020 deadlines of the Norms and Standards for Public School Infrastructure.
